Ms. Routhier is the Senior Director of the Centre of Excellence for Evaluation (CEE)
in the Expenditure Management Sector at the Treasury Board Secretariat (TBS). CEE is
responsible for supporting the implementation of the Policy on Evaluation by
providing leadership, advice and guidance in the conduct, use and advancement of
evaluation practices across the federal government. Prior to joining CEE, Anne held
several others posts at TBS including supporting the implementation of the Management,
Resources and Results Structure (MRRS) Policy and developing the Guidelines for
Preparing Departmental Performance Reports (DPRs).
In her previous assignments, Anne held posts as a Senior Policy Analyst for the Privy
Council Office’s Policy Research Initiative (supporting the development and implementation
of horizontal research frameworks on Canada US and Canada Mexico relations) and as a Senior
Evaluation Officer at Human Resources Development Canada (studying the impacts of employment
programs and employment insurance programs). She began her career as an Analyst at the Bank
of Canada working in the Current Analysis Division and the Monetary Policy Analysis Division.
Ms. Routhier holds a Masters Degree in Economics from Carleton University and a Bachelor
Degree in Mathematics and Economics from Laval University.
