Instructor Biography - Niels Dabelstein

Niels Dabelstein has worked in development since 1978 for the United Nations, the World Bank, and Danida (The Danish Government Development Agency). From 1988 to 2007 he directed Danida’s Evaluation Department. He chaired the OECD’s Development Assistance Committee (DAC) Working Party on Aid Evaluation from 1997 to 2001. Niels was instrumental in drafting a number of key documents for DAC, including: Principles for Aid Evaluation, Guidelines for Evaluating Humanitarian Assistance, DAC Glossary, Guidance for Managing Joint Evaluations and the Evaluation Quality Standards. He has written several commentaries and articles on evaluation and pioneered joint evaluations and evaluation capacity building. From 2007 – 2012 he managed the joint international evaluation of the Paris Declaration. This evaluation received the AEA Outstanding Evaluation Award in 2012. In semi-retirement he is now providing evaluation policy advice to several UN agencies as well as the Canadian Government. He has been on IPDET faculty since 2004.
