Instructor Biography - Heather L. Buchanan

Heather Buchanan, founder of Jua, Management Consulting Services, specializes in issues of organization and program effectiveness. Heather has over 25 years of public sector management experience and, for the past 14 years, has focused her consulting practice on evaluation and performance management, in both domestic and international contexts. Heather holds a Masters degree in Public Administration and the Credentialed Evaluator (CE) designation from the Canadian Evaluation Society. She is an experienced practitioner and educator in evaluation. Heather has developed and taught evaluation courses at the graduate level at Carleton University, IPDET and at the United Nations Staff College. She is an active member of the International Development Evaluation Association (IDEAS), the American Evaluation Association (AEA) and the Canadian Evaluation Society (CES). She led the CES national initiative to develop a professional designation for the evaluation community, built on pillars of ethics, standards and competencies. Heather received the CES Leadership in Evaluation Award in 2003 and was the 2010 recipient of the CES Contribution to Evaluation in Canada Award.
